They don't use old scales. All beings who receive the blessings of one of the six Dragons gain a part of their power. By strengthening ones blessing they can gain more and different powers until ultimately they gain the power to transform themselves into dragons. You remember the lamia leader from a few episodes back, she has Reds blessing.

Idk, if dragon scales shed like skin or hair. It'd be pretty embarassing to have someone use that to make stuff. Like a coat made from human hair... gross?
